2 · ENFORCE

Power envelopes land at the GPU driver — reductions only, always above each GPU's measured worst case, with an automatic relief valve and a verified stop at fleet, rack or single-GPU level. The freed headroom becomes committed capacity: a firm number that cannot move with load.
